English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent study of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of public land and land to shore up their budgets, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils seeking to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and using financial reserves to weather growing financial challenges.”

Specific Examples of Planned Sales

One local authority in southeast England announced its asset disposal plan included the sale of a retail complex in a local town and a community venue in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the plan.

Local Levy Rises and Wider Fiscal Pressures

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to raise local levies next April to address the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both improved services and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities recently also found council budgets being strained by the growing number of children and adults requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures underscores the scale of challenges confronting municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have cut or compromised care services in the last year, the survey revealed.
